The Connectivity Challenge

Disability support is a 24-hour business with a workforce that is almost never in the office. That combination puts more weight on connectivity than most providers realise until the day it fails.

Start with rostering. Whether you run ShiftCare, Brevity, Lumary, Careview or one of the dozen other platforms in this sector, it's cloud-based, and your support workers interact with it from their phones in participants' homes and in the community. They clock on and off against it, read shift notes on the way in, and complete progress notes at the end. When the platform can't be reached, a support worker standing at a participant's front door has no way to confirm they're rostered, no shift notes and no way to record what happened. The shift still has to be delivered, so it gets done on paper and reconciled later, which is exactly the sort of gap an auditor asks about.

Then there's claiming. Payments come through the NDIS portal, and every service delivered has to be claimed before it becomes revenue. Providers on tight margins are often claiming weekly or fortnightly, and the claiming run is one of the few genuinely deadline-bound office tasks in the business. An outage during that window doesn't just delay a task, it delays cash flow into a business that has payroll running on a fixed cycle regardless.

The phones are the part providers underestimate most. In this sector a missed call isn't a lost sale, it's a participant or a family who needed something and couldn't reach anyone. Add the on-call obligation: outside business hours, calls need to reach whoever is rostered on tonight, and that person changes daily. Most providers handle this by publishing a mobile number, or by diverting the office line to whichever staff member remembers to set it up. Both approaches fail the same way, quietly, at the worst possible time, and nobody discovers it until a call goes unanswered at 2am.

Multi-site is the normal state of this industry rather than the exception. A provider might have a head office, three or four supported independent living houses, a day program venue and staff working across the whole metropolitan area. The houses in particular tend to get treated as domestic premises: a consumer internet plan in someone's name, a router in a hallway cupboard, no monitoring and no backup. Then a participant's assistive technology, a medication management system or the house's own phone stops working, and the on-call coordinator is troubleshooting a residential connection at midnight.

Growth compounds all of this. Providers in this sector scale in steps, not curves: a new house, a new program, a tender won, twenty new participants. Each step adds a site, a set of phones and a group of workers, and if every one of those is arranged ad hoc with whoever was cheapest that month, you end up with a different provider, a different bill and a different support number for each location.

And underneath everything sits the obligation to look after participant information properly. Progress notes, incident records, behaviour support plans and health information are among the most sensitive records any small business holds, and the NDIS Practice Standards expect them to be managed securely, retained and produced at audit. That is a genuine constraint on how your systems connect, not just an IT preference.

Can you handle after-hours on-call routing that changes every day?
Yes, and it's the most common reason providers in this sector come to us. Summit's hosted phone system routes calls by time of day, so after-hours calls go to the on-call phone automatically with no diversion to set. Calls can ring several phones at once and escalate to the next person if unanswered. Updating who is on call is a change to the roster in the system, not a job for whoever locks up.
Do you connect supported independent living houses?
Yes. Houses go on the same account as head office with a business-grade service, and the house phone can be part of your phone system with its own extension. This matters when something fails: you're calling your provider about a service on your account rather than trying to get support on a consumer plan in a staff member's name.
What happens to rostering and claiming if the internet goes down?
Summit's 4G backup activates automatically when it detects a primary outage, so cloud rostering, the NDIS portal, phones and email keep working over the backup link. Support workers can still clock on and complete notes, and a claiming run in progress isn't interrupted. We'd rather you heard about an outage from us afterwards than from a worker who couldn't start a shift.
Our support workers are in participants' homes all day. Will mobile data work there?
Summit's business mobile SIMs run on a national network covering 98.8% of the Australian population, which holds up across suburban and regional areas where your teams work. Because the SIMs are on your account, you control and reassign them as staff change, and the data sits on the same bill as your office services.
We're opening another house next month. How quickly can you connect it?
Within our Melbourne fixed wireless coverage area we connect a site in 10 days or your first month is free. Where a site needs NBN or fibre, lead times depend on what's already at the address, so tell us as early as you can and we'll tell you honestly what's achievable and what to do in the meantime, which is usually a 4G service to get you operating from day one.
Does using Summit help with our NDIS Practice Standards obligations?
It supports them; it doesn't discharge them. Your obligations around participant information, records and continuity of supports sit with you, and no telco can take them on. What we provide is the infrastructure those obligations rest on: a static IP for secure access to your systems, private connectivity between sites, backup so records and supports stay available during an outage, and call recording where you need a record of a conversation. We're happy to document how your services are configured if your auditor asks.
Is internet or phone service claimable against participant funding?
No, and be careful with anyone who suggests otherwise. Your organisation's internet and phones are a business operating expense, the same as your rent or your accounting software. Assistive technology and consumables funded in a participant's plan are a separate matter between the participant, their plan and their supports.
We're a sole trader or a small provider. Are we too small for Summit?
No. A significant share of registered providers are small operations, and a sole trader delivering supports and doing their own claiming benefits most from a phone system that presents professionally and routes after-hours calls sensibly. You get the same hosted phone features a large provider gets, sized and priced for one or two users.
Can you work with our IT provider?
Yes, and we'd prefer to. We handle the carriage services, the phone system and the numbers; your IT provider handles devices, systems and security. We'll talk to them directly about the technical configuration so you aren't relaying messages between two vendors.
